'Foreigner Repatriation Centres' Set to Handle Illegal Aliens

China plans to build repatriation centres in order to handle the so-called "three illegalities" among foreigners: illegal entry in to the country, illegal residence and illegal employment. The centres will be located in cities with convenient international transportation infrastructure and at border provinces, and are designed to resolve the problem of detainment and repatriation.

According to statistics by the National Entry & Exit Administration of the Public Security Bureau, in 2011 China handled over 20,000 cases involving the above-mentioned "three illegalities". Illegal entry into the country mainly involved people from neighbouring countries; illegal employment was mainly a problem among the foreign language teaching sector, foreign performers, housekeeping and labour intensive industries. Many of these people were found to have taken up illegal employment after entering on a visit (L or F visa) or to study (X visa).

For logistical purposes, the government also plans to set up an information sharing platform, networked between various local government departments. This would serve to merge all files into a uniform, collective system, thereby making it easier to properly trace foreigners’ movements, employment and immigration statuses across provinces.
