Shanghai Eases Visa Restrictions for High-End Foreign Talent

Shanghai has eased visa restrictions in a bid to attract more high caliber foreign talent. The local government published a series of new preferential policies yesterday, including more relaxed restrictions on age, educational background and criminal record documentation. More professions will also be included in the high-end talent category.

PhD graduates majoring in disciplines such as medicine, agriculture, engineering and science, as well as members of scientific research teams, top tech talent and entrepreneurs, will now be able to enjoy a simplified process when applying for an R Visa — a category for foreign talent that allows holders to reside in China for up to 10 years. Applicants must have talents needed by the local market and skills that will contribute to China’s economic and social development, the Global Times reports.

Such Category A high-talent applicants are no longer required to provide a certificate of non-criminal record, which must be legalized, notified and translated for those in other visa categories. Instead, they can simply tick a box declaring “no criminal record” on their application form. Shanghai has also extended age restrictions for top talent from 60 to 70.

There are currently more than 215,000 foreigners living and working in Shanghai, according to the city’s foreign expert affairs department. This makes Shanghai the biggest foreigner hub in China, boasting 23.7 percent of the entire country’s expat population. Of the work permits issued so far this year, 18 percent were in the high-end Category A talent classification.
