According to China’s water conservancy statistics, China’s Northern region, specifically Beijing and Tianjin are experiencing, and have been for a long time, severe water shortages. In 2011 Beijing had 134m³ of rain, while Tianjin only had 116m³
In order to conserve water, China’s national development and reform commission has announced that by the end of 2015 a comprehensive ladder pricing system will be implemented, which will see the price of water increase dramatically.

The wealthy will be able to wash their cars while the poor will have to stop washing clothes. What happened to the water diversion project? The gov't was going to divert water from the South to the North.
